The first phase of construction for the first of the two new National Guard buildings for 2019 will begin in 2019, according to the New York State Department of Environmental Conservation (DEC). 

The first building, in the state capitol building at the intersection of State and Fifth Streets, will be completed in 2019 and is scheduled to be fully operational by 2021, according a DEC spokesperson.

The second building, to be built on the site of the former US Air Force Base at the entrance to the Queens borough of Manhattan, is expected to be completed by 2021. 

The new construction will allow for the continued use of the existing military facilities and the expansion of other activities such as public transportation and recreation, the DEC said.

The New York City Police Department has also been asked to begin the construction of the new headquarters, which will be located in the West Village neighborhood.

The NYPD has been asked for a $2.5 billion contract for construction of a new headquarters in Brooklyn.
